If you hold dual citizenship (e.g., you were born in Australia, or one of your parents is Australian, but you have lived in the USA or UK your entire life), you have a massive financial advantage.
Many dual citizens assume that because they did not graduate from an Australian high school, they will be treated as "International Students" and charged $50,000 a year in full-fee tuition.
This is incorrect.
The Citizenship Rule
Australian universities determine your fee status purely based on Citizenship, not residency.
If you hold an Australian passport, you are legally classified as a Domestic Student, regardless of where you lived for the last 18 years.

Under special bilateral agreements, New Zealand Citizens (SCV 444 holders) are also treated as Domestic Students in Australia.
Permanent Residents vs Citizens
If you hold an Australian Permanent Residency (PR) visa, you are treated as a Domestic Student and receive the subsidized CSP price. However, unless you have transitioned to full Citizenship, you are generally not eligible for the HECS-HELP loan. You must pay the $10,000 a year upfront in cash before the census date.
