Subclass 491: Is Moving to Regional Australia Worth It?

Sydney, Melbourne, and Brisbane are full. The Australian government has made it abundantly clear: If you want Permanent Residency easily, you must leave the major cities.

The ultimate weapon the government uses to enforce this is the Subclass 491 (Skilled Work Regional) Visa.

How the 491 Visa Works

If you apply for the 491 Visa, the state government (e.g., South Australia, Tasmania, or Regional NSW) sponsors you.

  • The Massive Reward: You instantly receive 15 bonus points towards your immigration total. (Compared to just 5 points for the 190 visa).
  • The Catch: It is a 5-year provisional* visa, not a permanent one.
  • The Requirement: To convert the 491 into the Permanent 191 Visa, you must live, work, and study in a designated regional area for 3 full years, and earn a minimum taxable income (which the government adjusts frequently).
  • The Reality of Regional Life

    International students often apply for the 491 out of desperation because their points are too low for Sydney. But they severely underestimate what a 3-year regional commitment means.

    1. The Job Market is Tiny If you are an IT Business Analyst, finding a role in Sydney is easy. Finding a mid-level IT role in Wagga Wagga or Hobart is incredibly difficult. Many 491 visa holders end up working in retail or hospitality just to meet the income threshold because professional jobs simply don't exist in their regional town.

    2. You Cannot Leave Condition 8579 is attached to the 491 visa. If you move back to Sydney or Melbourne before the 3 years are up, your visa will be cancelled. You are geographically locked in.

    3. Medicare and Buying Property The 491 grants you access to Medicare (unlike temporary student visas). However, because it is not technically Permanent Residency, if you try to buy a house, you will still be hit with the massive Foreign Resident Stamp Duty Surcharges (which can add $50,000+ to the cost of a home).

    The Verdict: Trap or Ticket?

    If your occupation is highly competitive (like Accounting) and your points are stuck at 75, the 491 visa is not a trap; it is your only ticket to staying in Australia.

    However, if your occupation is Nursing or Teaching, do not accept a 491 visa. You will easily get a 189 or 190 PR visa in a major city because of the domestic shortage.
