You are an international student in Germany. You are running out of your 140 legal visa working days, but you still need money to pay rent.
You walk into a local restaurant or a construction site, and the boss makes you an offer: "I will pay you €12 an hour in pure cash at the end of every shift. No contract. No taxes. It won't count towards your visa days."

What is Schwarzarbeit?
Working for cash without a registered contract and without paying taxes is called Schwarzarbeit (Black/Illicit Work).
In some countries, getting paid under the table at a restaurant is a minor offense. In Germany, Schwarzarbeit is treated as a severe financial crime. It is tax evasion and social security fraud.
The Zoll (Customs Enforcement)
The German government does not rely on local police to catch illegal workers. They use the Zollamt (Customs Enforcement) – specifically the FKS unit (Finanzkontrolle Schwarzarbeit).
The Zoll operates like a financial SWAT team. They routinely launch unannounced raids on restaurants, construction sites, and delivery hubs. They block the exits, demand everyone drop their tools, and force every worker to present their ID and residence permit.
