The Grand Debate
You have correctly decided to choose Public Health Insurance (Gesetzliche Krankenversicherung) for your studies in Germany.
Now you face the next choice. There are over 90 different public health insurance funds in Germany, but 90% of international students choose between two titans: TK (Techniker Krankenkasse) or AOK (Allgemeine Ortskrankenkasse).
Since the government regulates public insurance, they cover the exact same medical treatments. They cost almost exactly the same (around €125/month).
So, which one is better?
1. English Customer Service (The Winner: TK)
This is the single most important factor for an international student.
TK dominates the expat market. They have invested heavily in English-speaking customer service. Their website, their mobile app, and their 24/7 support hotlines are all fully available in English.
If you lose your insurance card, or if a doctor mistakenly sends you a bill, you can call TK and speak to a fluent English representative immediately.
AOK is highly regional. AOK is actually divided into 11 regional branches (e.g., AOK Bayern, AOK Plus). Some branches have good English support, but many smaller branches operate almost entirely in German. Trying to resolve a complex medical billing issue in broken A1 German with an AOK representative is a nightmare.
2. Digital App Experience (The Winner: TK)
TK has a flawless, modern mobile app. You can upload sick notes, request reimbursement for vaccinations, and download your university enrollment certificates with one click.
AOK's app experience is notoriously clunky and varies wildly depending on which regional branch you belong to.
3. Local Branches (The Winner: AOK)
TK is a massive national entity, heavily focused on digital service. They do not have physical offices in every small town.
AOK is everywhere. Because of their regional structure, AOK has physical brick-and-mortar offices in almost every mid-sized town in Germany. If you are someone who prefers to walk into an office, sit across a desk from a human being, and hand them your paperwork, AOK is unbeatable.
The Final Verdict
If you speak zero German and want a seamless, app-based digital experience, TK is the undisputed champion. There is a reason almost every blocked account provider (Expatrio, Fintiba) explicitly partners with TK for their student bundles.
