An employer's S Pass quota (sub-DRC) limits how many S Pass holders they can hire based on their local workforce size. In the Services sector, S Pass holders can make up a maximum of 10% of the company's total workforce. In Manufacturing, Construction, Marine Shipyard, and Process sectors, the S Pass sub-DRC is capped at 15%. This means a Services company with 9 local employees can only hire 1 S Pass holder.
A university degree is not strictly required for an S Pass, unlike the Employment Pass (EP). S Pass applicants are typically evaluated based on having a degree, diploma, or specialized technical certificates (e.g., NTC-2). Employers must pay a monthly foreign worker levy for each S Pass holder they employ. The levy rates are tiered based on how close the employer is to their quota limit.
