Singapore Permanent Residents (PRs) and International Students who opt for the MOE Tuition Grant to subsidise their university tuition fees are required to sign a Tuition Grant Agreement. Under this agreement, they are legally bound to work for a Singapore-based company for three years immediately upon graduation.
Medical and Dentistry students are under a different scheme overseen by the Ministry of Health (MOH). For Singapore Citizens, the bond is 5 years (for Medicine) or 4 years (for Dentistry). For International Students and PRs, the MOH bond is 6 years for Medicine and 5 years for Dentistry.
If you break your bond (e.g., by leaving Singapore before serving the required 3 years), you are liable to pay Liquidated Damages (LD). The LD is calculated proportionally based on the unserved period of your bond. It includes the total Tuition Grant subsidy you received, plus a 10% per annum compound interest calculated from the time the grants were disbursed.
You must work for a Singapore entity to fulfill the bond. A Singapore entity is generally defined as a company registered with the Accounting and Corporate Regulatory Authority (ACRA) in Singapore. If you are posted overseas by your Singapore-based employer, it can count towards your bond subject to MOE's approval.
You can apply to MOE for a deferment of your bond to pursue further full-time studies. If approved, you must put up a Banker's Guarantee covering the full Liquidated Damages amount. Upon completing your postgraduate studies, you must return to Singapore to fulfill the remaining bond period.
